The texture underneath the helmet has no such details, I think it is simply a shadow or some other lighting effect arising from the underlying low-rez texture, the lighting, and the contours of Tali's face's model.
I think they meant to let us know that her face is generally human in form. Cheekbones, brow ridges, nose, mouth.. sure that stuff is there. But I don't think they're giving us details like eyebrows. Even her eyes -- I really don't think they glow. I think they light them up in order to make it easier for her to be expressive behind her helmet.

Bioware specifically lit them up. Whether it's to make it easier for us to see how emotions or if they really do glow is unknown.
And it's her Iris's that glow specifically.
