I think they meant to let us know that her face is generally human in form. Cheekbones, brow ridges, nose, mouth.. sure that stuff is there. But I don't think they're giving us details like eyebrows. Honestly, I can't see BioWare just making the Quarian eyes glow just for the hell of it. Yes, it serves a purpose that they do, but I have to believe that they glow because of something in their biology. . .which is very, VERY convenient.

Thankfully it ends well (for us anyway), but 90% of it was heart-wrenching.

I doubt her eyes were cybernetically enhanced but in her class evolving skill it does say some were used to improve her defenses.
Harbinger even mentions she was considered for them (the cybernetics) but the immune system was too weak.
