i think a lot have at least some sort of weapons if only defensive in nature.

IIRC it was mentioned in the Codex that there are several hundred military vessels in the Flotilla and that most of the ships are armed to some extent. That said, there is almost certainly bound to be a major difference between a spaceship designed and built to operate in a theater of war compared to a space scow with a tacked on laser cannon or two.

In the end, I don't think the Fleet Strength of the Qurians will really play into the final Fight against the Reapers. If anything, I think the Qurians will serve more as a source of combating the Reapers on a Tech War level, i.e. Hacking defense, etc. If the rumors are true, and Shepard will have the means to broker peace between the Quarians and the Geth, thier collective knowledge will be used to develope counter-tech to what the Reapers have, as apposed to fighting ship to ship. We'll have the Citadel, Alliance, and Terminus Systems Ships for that. Oh, and the frakking Rachni Ships as well. Love that promise the Queen make you on Illum.

Even if there is an absence of ground wars you still need "boots on the ground" when boarding ships.

Well if Fleets are considered part of a "navy", wouldn't that be the job for the "marines"? 

You'll lose marines. You fill the holes with normal infantry from the army.

GOD I HATE THE COUNCIL! Thousands of people die for them and all they have to say is there is no greater sacrifice? they constantly doubt Shepards word causing the attack on the citadel pretty much first handed. and after he dies they again disprove what he worked to hard to accomplish.. i really hope they get whats coming to them in ME3 and that it isn't a renegade option. I hope Shepard outs them for all the terrible mistakes they made and their constant unwilling to listen. smh they continue to cost lives "
