Its not that she thinks she "alone" can help but because she has to.
But she DOESN'T have to, literally. I think she is smart enough to know this. Tali is dedicated to her people but she's not going to do ANYTHING to help them. Take for example, asking Shepard to lie to the admiralty board and say that they didn't find anything on the Alarei. If she was willing to do anything to help the quarians, she wouldn't ask Shepard to lie or to not tell them. Not to mention calling 'vas Qwib Qwib a bosh'tet lol.
Tali's character is "Migrant Fleet first" even when it comes to Shepard. I am not saying that she alone will turn the tide of replenishing the Quarian race (now that's a picture to hold in one's mind) but what I am saying is that she will feel that its her *duty* to help replenish her race and thus will leave Shepard.
Okay, this is assuming that they even need to replenish their race. Like I said, the war with the Geth is largely over if the Quarian government begins negotiation with the geth. That's a battle of words, not armies. The Quarians could help fight the reapers but I don't see so many quarians dying from that that everyone is ordered to reproduce, within the span of ME3. Like I said, Tali wouldn't do ANYTHING to help the quarians. Consider how she risked her LIFE (can't reproduce or help the quarians if you're dead) to be with Shepard both in the cabin and in the suicide mission AND she risked exile to save her father's name, I don't think she's going to be unfaithful to Shepard just for one child who ultimately will make little difference.
