Liara: Killed in the ruins or taken to Sovern
Garrus: Still trapped within C-sec
Wrex: Never becoming clan-leader to unite his people
Kaidan/ Ash: Still alive
Everything would be different; maybe for the better, maybe for the worse. We'll never know.

Yeah the problem with the situation here is that ME1 is really down to the minute. Delaying your actions a day pretty much ends the universe. I think any alternate reality would have to link up pretty early. Maybe you hear about Tali's evidence from somewhere else, and can still swoop in to save her from Fist's assassins. Then you learn Saren's a traitor and start from there.
That alternate reality leaves you without Garrus and Wrex, but the main plotline still in tact. So in conclusion, Powell is responsible for Tali, Garrus and Wrex
