You can. You just need to log into the old bioware page, goto your account page then save the picture and do a custom upload via dragonage (pc).
But I don't see why you would want to since the old pics are / were also "standard" ones that anyone can use and thus you'll not have a "personalized" version. But you can do it if you choose to.

But HK47 would fit my name so much better...

Plus, it'd be very distinct nowadays, as everybody is using DAO or ME2 avatars.

Perhaps but you can see enough through the mask to get the basic structure in your head. You already know maybe 50% of what she looks like. All that's left is the colours and more distinct features; Hair, horns, spines, whatever.

People are only setting themselves up for disappointment if they don't at least pay attention to the details we've been given.

Yes. I already know 50% of what she looks like.
But if the other 50% are disappointing me... ?
She will probably have no hair; a skinhead. And no Eyebrows.
And the color of the eye... are they really so bright? And if they are, are they white? White Eyes don't look very beatiful...

She should leave on her mask
But it's only my opinion.

I've seen this opinion before, and I don't agree with it.  Her face is such a small part of who Tali is.  I love Tali because of her personality, and after 2 games, I feel like I have a deep connection with her.  I'm not going to like her less because she's blue instead of purple. 

It doesn't really matter what each person considers good looking, I don't think most people are clamoring for super hot Tali.  Personally, the only thing I want is for the face to not be hideous.  And I think its pretty obvious that Bioware wouldn't make her hideous.  We know the basic shape of her face, and can assume stuff like texture.  Everything we've gathered so far leads to a relatively normal looking face.  Just don't get too focused in on specifics, and you shouldn't be disappointed.

I just want to see her face to complete the whole package.  We know pretty much everything else about Tali, the mystery was cool at first.  But I've chosen Tali, and I'm not changing that later based on what she looks like.  I just want to come out of ME3 with a better picture of her.
