I don't recall hearing any air tight evidence about hair on quarians.  Personally I'm expecting them to have hair.  Shorter than this pic actually, but I do expect it.  For one thing, the head scarf seems pretty obviously to be an analogue for hair.  Also you have the eyebrows on the one placeholder face, and there is always the fact that Bioware could look at the fact that humans can't be the only species with hair in the galaxy.

Yeah I agree, their hoods seem to be very analogous to hair. 

And come on, humans can't be the only sentient life in the galaxy with hair!

That's my reason.  Don't have any real evidence to go off of, so I'm just sticking with the suits as analogues of their appearance thing.  Plus, there are no other purple aliens.  I don't see them being blue because of the asari, and I don't see them giving her a human skin tone, since they probably want to avoid the whole "Tali is too human" complaint that it will cause.

The problem with that is there are a lot of different quarian mask colors.  It would be cool if they were anologous to the quarian under the mask, but I doubt that.
