Yeah I agree, their hoods seem to be very analogous to hair.

That's my reason.  Don't have any real evidence to go off of, so I'm just sticking with the suits as analogues of their appearance thing.  Plus, there are no other purple aliens.  I don't see them being blue because of the asari, and I don't see them giving her a human skin tone, since they probably want to avoid the whole "Tali is too human" complaint that it will cause.

There are Quairans though with black and yellow face masks as well.
Thats what makes me kinda rethink the purple skin tone.

The problem with that is there are a lot of different quarian mask colors.  It would be cool if they were anologous to the quarian under the mask, but I doubt that.
