Are you referring to the red Tali hood? 

I selected all the cloth part, and I desaturated it. Then on a separate layer I colored over it, and changed the layer setting to "color" 

I played around with fill/opacity of the color layer too, as well as some minor adjustments to the desaturated cloth area. 

The visor was colored by using the color/hue/saturation tool, I selected the purple'ish colors and I adjusted their hue to red.

Agreed. I'd like Tali to look like this. I like this more than all this... space-elves. Four nostrils make it not-as-human, winch is good in my opinion, becouse Quarians should look different from humans IMO.
