Not to mention, I suspect Tali would have talked a great deal about Shepard and her adventures with him (Look at Kal'Reeger for example, when you get to Tali he says "I'm glad your old captain is as good as you said", which supports that she's talked about Shepard to others).
He sent you an email saying that his role as her captain during her pilgrimage may have influenced her decision to join the Normandy, which honestly, I think is a "professional" way of saying "I know she's following you because she has feelings for you"

Tali having kids with Shepard has been hotly debated. In my opinion, It's basically impossible. Humans can't have babies with apes, who share like 98% of the same DNA we do, let alone an alien who's DNA is of the opposite chirality.
As for Tali's father, it's an interesting question. I get the feeling he's the type who wouldn't consider anyone good enough for Tali. As a military man, he'd no doubt be very impressed with Shepard and his accomplishments. Though I suspect he would not approve of Tali being with a human. Not only would he simply not like the idea, he'd be concerned for her safety.
