Shepard is the most famous person in the galaxy. Though he may not yield any official political power (yet), he's loved and respected by
billions. Even the Geth respect him.
The good she can do for Quarians by being at his side is staggering. One of the biggest obstacles Quarians have is their negative image. People don't want them in their systems, they don't want to give them jobs, etc.
