In the engine room a lot of her dialog involves Quarian culture and whatnot. What he's saying is that a lot of the dialog that lets you know about her personality comes from her commentary on missions.
Some exceptions of course, It made me smile when she thanked me for treating her so well, while talking in the engine room.

She DOES have the hacking skills of, or even greater than, Legion (no disrespect toward Legion!)... so she's able to out-hack the Geth... like the race... not necessarily just one... that's pretty awesome...
and she really isn't lacking in the self-esteem department either. She expresses some nervousness when faced with adversity/revelation (her trial and her romance respectively) but other than that, she gives off an "I'm good and I know it!" vibe. Especially when going through her default dialogue about the new Normandy... I like that btw

I personally hated the ad campaign, it definitely felt like they were trying to appeal to a younger/less intelligent crowd. They made sure to focus on boobs and explosions and other shallow stuff. Similar with the romance trailer. Miranda was plastered all over it, as was Samara for obvious reasons. Tali appears once for a second or two. And Samara wasn't even an LI.
I look at it as anyone who would buy the game because of Tali, obviously liked the first one enough that they would buy the second, and thus, no reason to market her.
I'm sure ME2 picked up a lot of new fans who would go for Miranda over Tali, but the results from around the internet pretty clearly have Tali in the lead for a number of reasons.

I know what you're saying and I agree with you. You learn all there is to know about Quarians and her Pilgrimage. I'm just saying because of the Ally achievements, I was forced to do playthroughs keeping 2 ppl in my squad the whole time. So when I finally got Tali in my squad for 100% of the playthrough, I noticed so much more about her based on little "Talk to Tali" options here and a cutscene there. I appreciated her character more and it's how I became a fanboy of hers
My brothers on the other hand didn't have her in their squad and they also skip dialogue so I'll not mention them again

That Quarians are governed by the Conclave and Admiralty board? Oh wait, thats about Quarians in General.
That Quarians have weak immune systems due to sterile ship environments? Oh wait...
That they created the Geth and had to flee their homeworld to live on a floatilla? Oh wait...
That the Geth share networked computing resources to create higher intellect? Not even about Quarians!
... well, you DO learn that her dad is a military authoritarian and that her mom is dead, but what does that tell you about Tali? Not much, really.
