Probably just when the ship is accelerating.

remember in 2001 Space Odessy, the ship was revolving and they had gravity. and i remember watching Science Channel and they said they can create artificial gravity my centrifugal motion


This was also the case in the film 2010...the idea is that centrifugal force would "simulate gravity" though you would more than likely toss your cookies in the process.

For things inside the field there'd be artificial gravity.. and your movement inside that field would be affected... but the Gs from the ship moving should have no bearing on you unless the whole thing was caught in another masses' field....
