I agree without hesitation or reservation. I was disappointed Tali wasn't a romance choice in ME; I was thrilled when she was an LI in ME2, and I was pissed off when we didn't get to see her face. I was shocked and heartbroken when she died in my third playthrough. But if she lives in an ME2 playthrough, she MUST appear in ME3.
I also agree that if she dies in an ME2 playthrough, then she MUST remain dead in ME3. Period. Dot. The ME2 mission is a suicide mission: one of the key goals in the game is to make decisions that'll keep your team members alive. Everyone survived on my first and second playthroughs, but in subsequent games I purposely tried to kill off team members. In one, I tried to kill off as many as I possibly could.
To maintain the RP integrity of ME and ME2, then those characters that die are dead. Forever. No Deus Ex Machina to resurrect them, a la Shepard. It's reasonable to assume Cerberus would spend 4 billion credits to resurrect the person who killed a Reaper--with small arms fire. It's unreasonable to assume that it (or any other entity) would bring back a skilled and charming engineer, no matter how sweet and capable she was.
If Tali's dead, she's dead.

hmm... i went into one (trying to get shepard killed) with only tali loyal because i wanted to bring legion to the migrant fleet. after several tries i got him killed and finished off with a run where only tali and garrus were left. my two ME guys and myself rocking it in ME3Aquilas wrote...
