yeah, the artist assumed that her entire face was the size of the visor on her mask. only the upper part is actually within the window of her visor in the game.

No, it is just the slightly downward tilt of her head position, so you're looking over the round part to see her mouth.  Her mouth would be behind the"mouthpiece" if this were a straight-on.

It gives you a good impression on how Bioware should approach the situation.  Personal preferences aside, a Tali like the one you posted would be met with some people loving it, and probably a lot more hating it.  A generic human face with a different skin tone and eyes would be met with a lot more approval.  And in the end, that's the smart business move.

I don't think they're approaching it as a business move, honestly.  They created Quarians a long time ago, probably even before they knew Tali would be so popular.  They will be whatever they had then, although Tali herself may have been re-designed.

That said, the picture people keep posting doesn't actually show much -- not even her entire face.  I have no problem at all with the way the face is done here -- I actually like it quite a bit.  I just like the overall body shape in the other image, the neck and slightly elongated skull especially.  It is attractive but distinctly not human, reminiscent of the Geth, who you'd imagine were made to resemble their creators, and also fits with their in-game look.

Edit: Also, I really don't think they're going to have glowing eyes, and quite possible not hair either.

I don't see why they wouldn't approach it as a business move.  The motivation in the end is to sell as many copies of ME3, and whatever crappy ME spin off they come up with after that.  To do that, you want to appeal to as many people as possible.  Upsetting your largest and most fanatical group of fans isn't smart.  While they designed quarians early, I don't think they gave much thought about what their faces look like until around when ME2 came out.  And even now, the details we have are vague enough that they can justify making just about any face that they want.  It isn't like its a massive undertaking to tweak it.

As far as that picture you posted, its alright for me, but I really prefer a more human Tali.  Just personal preference.

Glowing eyes I haven't put much thought into, but they can easily justify hair.  There is some evidence, from the eyebrows, to the shawls as a proxy, and more circumstantial stuff like popular opinion of fans and humans being the only species with hair can't be ignored IMO.  I just see Tali being bald turning a lot of people off, and question how good a move that would be.

Being in a suit wouldn't make it impossible to have hair or anything if quarians valued it as beautiful.
