Well, partly because they're in the business of being creators and storytellers.  There are certain things that they compromise on or change when fans clamor, and then there are certain things that they hold fast on because it is their story and their world.  They have something that they created and are proud of, and want to show everyone. 

Not every business wants to run themselves like the music industry, by trying to design every little thing to appeal to the most people.  I think gamers -- especially fans of Bioware's work -- admire that they have unique vision and appreciate when they do things differently, instead of just catering to the whims of polls.  I also think Bioware fancies that about themselves.

The motivation in the end is to sell as many copies of ME3, and whatever crappy ME spin off they come up with after that.  To do that, you want to appeal to as many people as possible.

You certainly don't sound like you have much faith in Bioware; I think they have earned a little.  They've made a business out of doing things differently than other developers, and doing them well.  They're a big company now, sure, and they listen to their fans.  But they're also a great bunch of creative minds who want to see their ideas come to fruition -- not suits designing a game from a bin of "fan-approved" ideas like putting together a Mr. Potato Head.

There is some evidence, from the eyebrows, to the shawls as a proxy, and more circumstantial stuff like popular opinion of fans and humans being the only species with hair can't be ignored IMO.  I just see Tali being bald turning a lot of people off, and question how good a move that would be.

Being in a suit wouldn't make it impossible to have hair or anything if quarians valued it as beautiful.

I'm not saying she shouldn't or should, or that they do or don't.
I just meant that the "evidence" people cite, of that one single screencap, is pretty damn weak.
