We have a lot more background info on Tali than we do on most other characters. There just wasn't as much involvement with the characters, Tali specifically, as I think most of us would prefer.
True. Know Jacob's father. Not mother. Know nothing of Garrus' parents. Liara's "father" unknown. Know little of Miranda's parents. Know little of Thane's parents... etc. etc. Figured Admiral Shala'Raan would speak her name instead of using "Tali's mother."
