Have three theories. Believe all possible.
Bioluminescence: Would provide glow. May make vision difficult/impossible.
Reflectivity: Specifically reflecting HUD via eyeshine. Would not impeed vision. May not provide bright enough glow.
Cybernetics: Similar to T.I.M. Glowing byproduct of synthetic eyes.
Mixture of all three possible as well. Awaiting data to prove/disprove/rewrite theories.

also helmet acts like sun glasses since of its dark color deflect most light from reaching eyesalickar wrote...

I think that the glowing eyes behind the visor were just to make Tali and the other Quarians more expressive, I don't think they will glow that way when she takes the visor off.

That's the main reason I love the scene so much. At first I was like "oh fukk you bioware!" But the more I thought about it the more i came to like it.
It's priceless!
(As far as I'm concerned, they could get away with NEVER showing Tali's face - as long as they show us some Quarians so we can fill in with our imaginations.)

I think that the glowing eyes behind the visor were just to make Tali and the other Quarians more expressive, I don't think they will glow that way when she takes the visor off.
Light would lose luminoscity crossing the mask, during the reflective process and coming back across mask for us to see. Effect would be almost unoticable in dark invironments if this were the case which it is not. Furthermore reflective membrane only noticable if looking directly into eyes such as cats, when they turn away effect is not visible. This is not the case for tali as eyes are always 'lit'. Evidence points to bioluminescense or some type of mechanical implants.
