Her visor may be less opaque than it appears. In fact, this is very likely. Since there is very little light coming from within, trying to look in from the outside would be difficult due to reflected light. From inside the helmet, however, plenty of light transmits in. It is kind of like trying to look into the window of a building from the outside during the day -- you have to shield the window from the sun to crate a shadow to look through. perhaps the light is coming from inside the helmet. If i remember correctly when Tali takes off the mask there are small lights on the inside of the mask.Geth Hunter Alpha wrote...

Besides, come on. Have you never seen a cat's eyes become highly reflective in the dark ? It takes VERY little light to make them glow brightly.

Reflective theory goes on assumption that light emitted by in-helmet HUD could be reflected.
Have three theories. Believe all possible.
Bioluminescence: Would provide glow. May make vision difficult/impossible.
Reflectivity: Specifically reflecting HUD via eyeshine. Would not impeed vision. May not provide bright enough glow.
Cybernetics: Similar to T.I.M. Glowing byproduct of synthetic eyes.
Mixture of all three possible as well. Awaiting data to prove/disprove/rewrite theories.
Biolum would not make vision difficult or impossible neccisarrily. You are making the assumption that their light tolerance is that of humans, also you are forgeting that she is seeing across mask tint which would lesson natural light. Furthermore many creatures on earth use biolum to aid in sight and have such cells in around optic sensetive organs. Also biolum doesnt have to be overly luminous to be able to still cuase a noticable glow.

Go to the engineering bay and walk away from Tali so the camera is as close to the face as you can get.
Only her Iris's/pupils glow. Not the "whites" of her eyes.
Like a cat in a way.

Well, for one we don't know how much late there is inside, for all we know her HUD gives off a bunch inside... And it is very likely it only seems opaque from the outside, but my point still holds true.

Her eyes don't glow, they just did it so you could see her eyes in order to make her face more expressive.
