Light duality doesn't suggest that.  In fact, light's wave nature is largely irrelevant unless the light is extremely monochromatic, or when passing through extremely narrow apertures, or through mediums with high refractive indexes.

Basically, if the light is not hitting the cat, it isn't hitting the cat's eyes either.  Obvious conclusion is obvious: It is dark at the bottom of the stairs, therefore there is little light.

I still think that her mask has to serve more than the mere purpose of shielding her face. Quarians all live in suits so the masks must have some type of digital interface in there that identifies other Quarians and objects for them. Quarians take off masks sometimes if mask did tht then it would be very hard to see while mask off also if projects light why dont turn off until in dark place

I mean projecting light inside the mask for better view, and i dont think it would be hard for them to see at all with the masks off. I think the masks make it easier to see while they are on because the masks themselves make it hard to see so its a counter measure.

since tali mask has dark purple blocks off most light make it eaiser to no barly any glare from light  also light going in eyes would make it harder to see

Just like in real life after being under light our eyes adjust i doubt quarians lack this ability besides that im not saying light is literally projected directly into her eyes that would blind her of course, what im saying is light patches or lighter areas of the mask are focused around the area she happens to be looking in for better visual. I Highly doubt we can see everything going on inside there.

  Bioluminescence: Would provide glow. May make vision difficult/impossible.
  Reflectivity: Specifically reflecting HUD via eyeshine. Would not impeed vision. May not provide bright enough glow.
  Cybernetics: Similar to T.I.M. Glowing byproduct of synthetic eyes.

Mixture of all three possible as well. Awaiting data to prove/disprove/rewrite theories.

Possible data point.  Subject to interpretation.  Humans find alteration of eyes particularly unsettling.  Implications of injury to eye.  Blindness.  Shepard's reaction to seeing Tali's eyes not unsettled.  Perhaps not cybernetics?  Or less explicit alteration?
