Light duality doesn't suggest that. In fact, light's wave nature is largely irrelevant unless the light is extremely monochromatic, or when passing through extremely narrow apertures, or through mediums with high refractive indexes.
Basically, if the light is not hitting the cat, it isn't hitting the cat's eyes either. Obvious conclusion is obvious: It is dark at the bottom of the stairs, therefore there is little light.
