Tinted doesn't mean opaque. Clearly plenty of light is making it in so that she can see. If plenty of light is going in, there is plenty to be reflected.
I might also point out that her visor would naturally appear much darker from the outside than it would from the inside, since there are no light sources inside the helmet. Like I mentioned before, similar to windows on a building during the day. From outside, hard to see in because of reflected light. From inside, clear as a bell.

A thought on Quarian temperatures. I think that becuase of the Bioluminesence in the eyes Quarians were likely originally nocturnal. The vast majority of nocturnal species are not cold blooded because there is not enough heat. So I think that they are likely warm blooded. It is not impossible for their suits to incorporate cooling methods that prevent them from overheating.

However to see a light inside from the outside it has to be really bright. If the windows are tinted, making it more difficult for light to get though, it is even more difficult for light to meaning that it has to been even brighter. Imagine having a flashlighht shined in your eyes. That's not fun.

Liara isn't awful and can be sweet, I even feel a deep pang of sympathy for her on Illium when she pours her heart out yet that was the closest emotional connection I've had with Liara at any point during ME1 and ME2. Just not quite my cup of tea for a serious relationship the way she was portrayed in ME1 I fear.
Tali got my Intention the moment, she insisted on coming with Shep, because what it would said about her, if she wouldn't had help.
