You can edit the .ini to have a keybinding for the command "ToggleFlyCam".
Sadly, the command has no effect during conversations and cutscenes

Tali walks flat-footed with her heel on the ground, and is therefore plantigrade with curved bones in her lower leg;)

It's possible that quarians are in between. they walk flat footed but may have an extra joint that humans do no have. They are aliens after all.
