I've seen the picture, and I'm nearly positive that it is a lighting effect because no other screenshot I've ever seen has that little detail.  Why would they give her eyebrows that you can only see from a very specific angle, and that aren't even on her face model?  The only reason they would disappear if you go inside the helmet is if they were part of the visor texture, but plainly they aren't.  I think a lot of people just want very badly to have "proof" of something that they want, so they make it out of nothing.

I personally don't know if she has hair, or eyebrows, and it doesn't matter to me one way or the other.  I just don't think that this screenshot is credible evidence of anything.

I'm fairly certain she does have eyebrows. Her concept artist depicts her with them in her original ME1 Character Concept.

Actually I think this is a screenshot from a modified game where the texture had been enhanced a bit so that her face would be more visible. Or so the guy who did it said. Unfortunately I can't remember where I read this, if I do I'll post a link.

That would be much better proof.  Where is this original character concept?  I don't think I've seen it.

Hm, wasn't Tali supposed to have shiny eyes, or something? I mean that you can see tham clearly through the helmet and they look... glowing. But otherwise, picture is VERY GOOD.

Honestly I think that this thread was never needed, at least for the purposes of keeping Tali in the story.
I figure that once ME1 came out and they took stock of people's reactions, they pretty much hashed out a lot of the subplots then and there.  Some details may still be up in the air, but whatever happens to Tali in the big picture at this point forward was likely determined before ME2 even came out.

Honestly I think that none of the Love and Hate threads matter one bit. Bioware already knew who and what they wanted in ME3. Like you said, it was already determined before ME2. Ofcourse there are some threads that do matter, but not on a scale like this(Tali/Garrus romance for example; I consider that as a minor thing Bioware put in because of the fanbase).
