I don't know if it will be that minor... or at least, equally as minor as any of the other romances.
FWIW, they had already considered Tali for a romance part before ME1 was out, so they may have already had some idea of what they would do with the romance anyway. In that sense, the fanbase only encouraged them to stick with their original plan rather than goad them into adding something new only because they wanted it.
Ofcourse they already considered Tali a LI in ME1. But it's because the fanbase was so strong, they desided to actually implement it in ME2. If a lot of people didn't ask for this, she wouldn't be a LI.
Also, these romances won't have a very large effect on the overal story in ME3 and who returns as a squadmember and who doesn't. And I'm not saying the LIs won't have a part in it, but if they do, they will probably all be the same on way or the other. So if they make Tali a squadmember in ME3, all the other LIs will be as well. They won't give Tali a much bigger role as a LIs because her fanbase is stronger than the others.
