Not so. Some cultural things are not always easily translatable into other languages/cultures without long explanations that I'm assuming their translator implants don't handle well.

Puns for instance, hardly ever translate with the same humor to them in other languages.

No, Harbinger is a Reaper that was controling him. He speaks to him through a terminal similar to the way Sovereign spoke to you in the first game. Near the beginning of the game he ASSUMES DIRECT CONTROL of the Colelctor General, and then uses him to manipulate the entire Collector horder. At the end, when the General is about to die, he releases control. That's why Harbinger sometimes assumes direct control of Collectors during fights with them, he takes direct control instead of counting on the General's powers.
