I started to reply and argue against you but IMHO I think that you're mostly right. The plot flow will likely be mostly locked in but I figure the ease of which you can get things done / how well you succeed will be at least somewhat determined by prior decisions.
For example if you don't save Wrex or the Rachni maybe a timed mission will be almost impossible leading to a failed mission that you can continue from [I.E. you don't have to replay it] but you lose an entire galactic civilization because of it.
Of course then you continue with the rest of the scripted plot and the prior failure doesn't matter in determining your next steps .....
Yeah you pretty much hit what I'm hoping for. I don't want to not be able to save the galaxy because I killed the rachni 2 years ago when I played ME1. The same way I wouldn't want to not be able to save the galaxy if I didn't play 1 or 2, and the default choices are "wrong." If they make me take steps to make up for the wrong decisions, I'm just fine with that.
I guess it isn't as much past decisions can't affect the plot, just that they can't affect it and be unchangeable. That's the route I would have preferred with ME2 as well though, and they chose to avoid changing the plot at all.
