Dragon Age is absolutely great. I had a lot more fun with it than with the original Mass Effect, and maybe even more fun than with ME2. However, it is nothing like ME, it's more of a classical RPG rather than an Action-RPG such as ME. I really can't tell you whether to buy it or not, it really depends on whether or not you enjoy RPGs.
I definitely agree with this. DA:O was outstanding. The work they did to create a world in DA:O was just as impressive in most ways as in the ME universe. The codex is huge, though there's no bad-ass voice-over. 
I think ME 1 had some gameplay mechanics that took away from some of the immersion. In DA:O it's not a problem because it's supposed to be a Baldur's Gate type RPG, not an interactive blockbuster. If you like older style RPG's DA:O is an awesome update.
Nothing can hold a candle to ME2 though, for me. It's silly how good it is. And Tali... 
That can hardly be put better. I loved DAO very much and it is a worthy successor to Baldur's gate series. I imagine the trend will be similar to ME and each new game in DA franchise will only get better. Considering how good DAO is, we're set up for great things

However it's not remotely an action RPG, at least the PC version is as classical as they come.
Also as has been said, it doesn't have Tali.
After Tali, I will never find any joy in romancing any DAO character again
