Emotions can be a powerful and tricky thing, and it is not unusual for different people to react differently. I find Ash's explanation that it took her the better part of a year just to begin to be able to move on from a deep love connection with Shepard believable.
Hell, I've been in relationships where it's taken 1 to 1 ½ years before I could genuinely say the pain, hurt and sorrow of the relationship ending had finally subsided to a faint, dull numbness which could still (and still can,) erupt in to vivid emotions at times when certain elements are triggered. Bear in mind that in my case no one died. So for Ash, a woman who has made a lifetime habit of keeping most people at arm's length, to finally allow herself to open up to a romantic relationship with Shepard and then watch him die on the Normandy from her escape pod, having to live with that pain and quite possibly second guessing her actions in those last crucial moments, and then suddenly two+ years later without warning suddenly seeing him standing before her again without him having contacted her, yeah, that would very likely qualify as a shock to most people. I can easily imagine a myriad of emotions running through me in rapid succession on such an occasion. Ranging from disbelief, to happiness and excitement, to anger and uncertainty, etc.

By the game's definition I cheated on her yeah. No person would consider themselves in a relationship in Shep's position though. I talked to her once in ME1, we had sex once, I died for 2 years, then she b*tches me out when we see each other again. If Bioware had given me the option to break up I would have. It was a stupid move on Bioware's fault, and a friend has my ME1 game. I'm not going to avoid Tali because of Bioware's mistake.
I can't see any believable way I would want to break up with Tali in ME3, but if Bioware completely destroys her character and changes her completely, I may.

How is one cheating on someone when they middle fingered you, your releationship and everything that mattered in the past with him / her by calling you out as a traitor, and accusing you of not only being brainwashed by Cerberus but also possibly willingly working with the "enemy", the collectors and said in not so many words, your relationship is over?
