I see no conflict.

There is nothing that makes her do it apart from the code. 

Doing this wouldn't even help her with her investigation, because she had to flee from Illium (at least if she would survive).

You are once more presuming that the code does not account for this. If the code is as hypocritical as you claim then by your arguments Samara should have killed a great many people on sight for having killed others (ex. the cop may very well have used lethal force, Shepard as a Spectre and well armed most certainly has, etc.) yet she does not. Why? Quite possibly because when they took life they likely only did so out of the strictest need while trying to take interests above their own well being in to consideration. Ruthless pirates, thugs, mercenaries and other types of criminals do not display such qualms as a general rule of thumb.

It seems to me you are hellbent on seeing hypocrisy even where none may actually exist.

I maintain that hypocrisy in the Justicar Order can be tolerated, even ignored, if the Order derives its power not from constitutional government but consensus of the people to tolerate.

A real-world example is the power of the Catholic Church over central and western Europe for hundreds upon hundreds of years, often to the point of commanding proxy-governments able to override or assume much of the mantle of native governments which were still nominally all-powerful.

Tolerated because the people, as a whole, accepted it or did not actively rise up against it (yet).

There's also a big assumption here - that Samara has done something inherently "wicked" in her time before joining the Justicar Order. We have absolutely no evidence to suggest this. She may have in fact, through good fortune or Deus Ex Machina, spent a hundred years as a mercenary without doing anything seriously immoral.

An immoral act of severity might well preclude one from becoming a Justicar. We have woefully insufficient information on the Order and its Code to even guess.

As it is your opinion to maintain

I on the otherhand maintain that while such hypocracies can be tolerated or ignored, Doesnt mean they should be.

I admit that that is impossible to make a system that is completely free of such flaws, but submit that one should be aware of them and strive to overt them which the justicar code as illistrated by Samara does not. There is no perfect system as there is no perfect person.

The catholic church  you speak of was a mostrosaty and just becuase no one rose up against it is not excuse its actions.

It is not an assumption unless you subscribe to the thought that Samara is perfect and infallable and is essentially a moral god. If you do well then thats your perogative I suppose. also seriously immoral and immoral is not a factor of the code as defined by Samara as the action for any infarction is death as described by the NPC's and Samara herself.

True, but I know enough to know that the code preaches black and whites and absolutes. which is simply not the way the world is and such a stance cuases just as much misery, death, injustice and downright evil as it prevents or corrects.

In all honesty I could never imagine Tali going renegade. Maybe ... shes get more forcefull on shep? Any LI approaching Shep would mean death?

She knows she could be killed, but it doesn't follow that it is a pointless action to take.

She would kill some innocent policemen (or who only do their job) and Samara would probably get killed, that sounds quite pointless to me compared to just try to find another way to track Morinth down. 

Yet no matter how risky such a course of action may seem it nonetheless holds some chance of success. Allowing herself to be locked away for who knows how long will all but guarantee that she will lose the trail of Morinth whom she has been hunting for some 400+ years. When reaching a decision you can really only use the information you have at hand - not idle speculation about what the future might or might not bring. If you do that to a great enough extent you will render your decision making process paralyzed.
