Yes. It's like copping a feel.

But you are presuming that Samara thinks parts of the code are wrong yet still carries them out. What if she is in complete cognitive agreement with the code the way another poster on here has already suggested? If that is the case then how is her modus operandi any different from yours? It isn't. The codes and consequent actions may be different but the infrastructure behind it share similar fundamental themes.

She more or less openly says, that she wouldn't want to kill the police woman, how clearer can it possibly be? 

Not wanting to kill someone and being capable and prepared to do so are different things. I know from first hand experience. When I was a soldier there was one occasion where I was called out in the middle of the night at one of the royal palaces to keep an unruly citizen at bay. Now the fellow didn't end up being shot but when on duty I had the legal authority to use lethal force as I deemed necessary while brandishing a loaded assault rifle. I didn't want to kill the clearly mentally disturbed man but I was prepared to do so if he had made one more sudden and threatening move towards myself or one of the other royal guardsmen at the scene that night.
