I imagine she was probably sent on various missions by her father.

In her "no hug" dialog it sounds like he sent her off on missions a lot. "Every time he sent me away..."  "Instead I got orders..." etc.

Ouch... that no hug dialog was a bit painful to watch.:unsure:

Given the history of the Sith and the non-liberty and non-civil rights loving ways of the Empire in Star Wars, which I presume the Darth Tali empire will be emulate, I can not in good conscience support such a move.

Actually I thought she'd do that as well, for some reason all personal liberties the populace enjoyed under the council continue under the Empire, which was only estabalished to help Shepard fight the Reapers.

pretty sure the ME series will be over by then but if not, then the Tali Empire will likely continue as all major empires do, being great and powerful for generations and then slowly weakening without a strong foe to fight, eventually the empire will fall and be replaced by numerous small kingdoms all vying for power.

The galaxy eventually becomes a series of nation-states similar to Earth in the 19-21st centuries. the history of the Talian Empire (what the name changes to over time) will be told and the story of the Reapers defeat will be the proudest moment in every species history.

There is nothing that makes her do it apart from the code. 

Doing this wouldn't even help her with her investigation, because she had to flee from Illium (at least if she would survive).

You have displayed a certain level of intelligence so I have a difficult time believing that you are unable to grasp the rather rudimentary train of logic that if Samara is imprisoned she will no longer be able to carry out her investigation and thus she will use lethal force if need be to avoid this outcome. If she then has to flee Illium at least she would still be free to continue her investigation.
