There is nothing that makes her do it apart from the code. 

Doing this wouldn't even help her with her investigation, because she had to flee from Illium (at least if she would survive). 

That's just flat out incorrect and it makes me wonder whether you are intentionally grasping at straws simply to be obstinate? You have displayed a certain level of intelligence so I have a difficult time believing that you are unable to grasp the rather rudimentary train of logic that if Samara is imprisoned she will no longer be able to carry out her investigation and thus she will use lethal force if need be to avoid this outcome. If she then has to flee Illium at least she would still be free to continue her investigation.

A) She wasn't being imprissoned merely detained
From what Samara said killing the cop had nothing to do with catching Morinth, simply that the code stated that you should not allow yourslef to be taken into custody by anyone else.

I don't really know I think that's a pretty good history for the galaxy after ME3 for about 1,000-3,000 years.

all i have to say is that it was good voice acting. Its too bad I never knew she had this type of history with her father.

Why don't you think of what happens next hmm I just made a ME history for the next few milleneia after the ME series so you think up what's next.

and that's why the empire will fail.

No, she is only imprisoned because the authorities on Illium want to prevent a situation in which she kills an alien. She is free to leave Illium (as she does with Shep in the end), but not free to investigate the Eclipse base further. 

If she wouldn't follow the code, but simply investigating further with the oath not to kill anyone or simply ask the police for help and wait the necessary time in the cell, while the police would find out, where the Eclipse took Morinth, she could reach her goal, but due to the code she is not flexibly enough to act like that.
