Now that it has been estabilshed why that might be the lesser evil in the eyes of the justicar you change your argument and claim that she would still be able to search Illium for clues if she didn't kill the cop, yet this is the very same cop who has standing orders to arrest the justicar regardless of whether she has completed her investigation or not.  Thus the two alternatives you describe do not function since the cop already has her orders.


I didn't said, she could search for clues on Illium. She couldn't in any case (not without being hunted by the police AND the Eclipse at least), but she could either leave Illium without the information or she could get herself detained, break free, kill a few policemen and then flee form Illium without the information.
