All talimancers should see the dialog if you don't hug her! I know it's sad, but it isn't like watching a video of her dying or of Shep rejecting her. Not hugging her lets you learn just a tad bit more about Tali and her relationship with her dad. It's isn't just sad.

From what Samara said killing the cop had nothing to do with catching Morinth, simply that the code stated that you should not allow yourslef to be taken into custody by anyone else.

A) She was being detained for 24 hours. After that it was to be a full arrest.
Because it would prevent her from carrying out her duties as a Justicar. Besides, why should she allow herself to be arrested when she apparently hadn't broken any laws on Illium at that point in time?
