IIRC the cop states that she has been asked to take Samara in to custody, not just restrain her for 24 hours (that was a clever use of laws by the cop to try and avoid an outright confrontation). If she leaves Illium that means losing the trail and waiting for who knows how long before maybe finding the trail again (and how many people will be killed by Morinth in the mean time?).

I find your notion of Samara being able to rely on the local Illium authorities naive in light of the corruption that we are told about by both local citizens and the cop on Illium. What you are proposing amounts to asking the fox to guard the hen house. Corrupt officials using their official power to protect criminal activities of mercenaries are all the more reason for Samara not to give in to their machinations, and flexibility on the matter in this case would result in her getting zero evidence from the Eclipse mercenaries (see the merc that is offered the chance to live if she tells Samara the name of the ship).

I guess, 24h would be enough to leave Illium. 

After an escape from custody she hardly would be able to investigate the Eclipse base, since she would be pursued by the police. 

There may be other possibilities and alternatives and I'm quite sure most of them would be better than try to escape out of police custody, like the code tells her to. 

I mean if she would be in custody for two days, after that she would be free to investigate further, she would still have to break out after one day? Great code indeed. 

1) You presume that Samara would leave. This seems unlikely given the nature of her investigation along with her discipline and adherence to the code.

2) You presume that Samara would not be able to carry on her investigation behind the scenes after being placed on the police's wanted list. This is erroneous. It would mean she would have to be more careful about how she goes about investaging but it does not mean she can not investigate at all. Short of physically capturing or killing her there is nothing the cops nor the Eclipse mercenaries can do to stop her from investigating the Eclipse. It is naive to think otherwise. Rules and laws only work when the various participants all accept them. That is not the case here.

3) The alternatives you have so far brought up rely on either doing nothing, resigning her own power of decision and action over to others while being incarcerated, or relying on corrupt buereaucrats whom are being bribed by the Eclipse to help her gain evidence from the Eclipse against the Eclipse. See the problem there?

4) There does not appear to be any specific reference to "only 2 days in prison". Source please?

I think it's time to face the music, Gerudan: You've dug deep and come up with nothing so far on Samara and the Justicar code other than your personal dislike for it. That's not empirical evidence.
