Even she herself states, that she could get killed during the escape and that wouldn't help her at all.
But to make it short: Breaking out of police custody as the code compels her to do, isn't the smartest thing to do in any case and there are dozens of alternatives, let alone the fact, that Samara would hate to act that way since she is a compassionate person.

Source? Even if she states that it wouldn't help her that is not the same thing as saying it makes it impossible for her to continue. Of course having the police after her would make it more difficult for her to carry on with her investigation but not impossible which is what you were alluding to. You're going to have to do better than that.
We have gone over some of your alternatives at least twice already and they reek of naivety. It causes me to suspect that you may have limited experience in dealing with "the real world" and how dirty and capricious our power structures and legal organizations often are. Given what we have been told and shown of Illium (and the ME universe in general,) there is good reason to think it's much the same there.
The final irony is your closing sentence whereby you end up espousing the same mentality that you started out claiming is what makes you dislike the code. You dislike it and the Justicars because in your words you don't like people who don't think for themselves and follow black-or-white mentalities. By stating above that you do not like them for following such a code when you don't even fully know what that code entails in detail (none of us do since it hasn't been made available,) it is both ignorant and black-or-white since you've already made up your mind before viewing all the evidence. That's hypocritical of you.
