I kind of never wanted to see it again, but now that I can't find it I have to keep looking.  It was written well before ME2 came out, and was in two parts.  The first part was in the airlock and the second part dropped any pretence of authenticity and just went to Shep's cabin.

But they would still grow hair if they evolved with it, they wouldn't stop growing hair after a few hundred years in suits. 

And if quarian culture considers hair beautiful, that's all the reason that they need to maintain it in their suits.  With how advanced the suits are, I doubt keeping hair is that problematic.

Quarians have hair. There is the obvious instance of eyebrows being vaguely visible in the right light. Also, why do Quarian women wear the cowl like that, if not to emulate flowing long hair?
