Tali received her military training from the Migrant Fleet. If you don't hug Tali, you hear Shepard mention that she received the best military training in the migrant fleet (as a result of her dad being an Admiral).

No clue about Liara, but she probably picked something up in the 100 years she's been alive.

As for Tali, the training quarians get before their Pilgrimage closely resembles boot camp with a side order of special forces training, according to ME Ascension.
