You know considering that only Quarians females wear a headress that seems to emulate or be used as a proxy for hair, would that not suggest that Quarians had at one time had hair and like humans, most quarian males prefer to wear theirs short.

Hence quarian males choose to forgo a hood / headress while the females do wear them since they can't have their hair outside the helmet but can still 'pretty up' with the hoods.

That's been my thought process for a while.  No functional reason for the headresses, at least not an important enough one for the men to wear them as well.  I would be very surprised if quarians don't have human like hair.

I agree with this concept as well. 

I've never been a terribly big fan of short hair, so I personally hope Tali has a pony tail going on 

Wouldn't be quite as "optimal" as short hair for her helmet, but I can see a pony tail working with the suit.
