While placeholders aren't the be all end all, Bioware did purposely give us something to see (making the visor completely not see through wouldn't have been hard,) they're likely to mean something in the end. Everything we know tends to lean towards an appearance similar to this. Anything is possible of course, but until I see a better picture, I'm going with this one.

This is actually my favourite version of Tali's face, veins or not she still looks really cute to me.
Ohh, OK, I see the veins now, but I don’t think they’re veins, if you look closely they correspond to the implant she appears to have in her forehead.

Honestly, have not found picture that would like to be Tali's face. Will say this picture comes close, but do not feel is right. Just opinion, of course. But to date, have not found picture that like enough.

It's possible from a video game standpoint regardless of whether or not it would be possible in a real world scenario. If Bioware wants it to happen, they have the magic wand.
That said, I can't see kids ever entering the equation in the ME trilogy, and if they were, adoption is far superior to some genetic experiment that would likely face extreme problems, and likely not live very long, if it was even possible to create.
