It's an instinctual, biological response from before we were sapient, and even from just as we were becoming sapient. The larger a female's hips were, the more suitable for breeding she would be and the more likely her children would survive and that she'd be able to take care of them. You can actually see this same behavior in other primates as well.

She does look tall but I really can't be sure.

I'm honestly about 99% certain that Shepard is around 5'11" and that would make Tali 2-4 inches shorter than him.
