I'm not, I'm using the concept of an eye.
An eye is made to detect light, no matter what kind of alien it is. If something that emits light is inside the eye itself, it would unavoidably hinder vision because it would saturate the light detectors in the eye. Eyes function best when the only light that enters them is reflected off objects that you're trying to see, any other light is a hindrance. This is true regardless of specific biology, it is a consequence of physics and of the very concept of an eye.
Another thing is that TIM's and Shepards eyes glow, yet they don't get blind.

Frankly I find that idea silly, but I guess they're willing to go there.
In any case, I hope that isn't the case with Tali.
TIM sounds like a nice guy, that was makes his personality great. His eyes just add to the seriousness.
??? I don't think TIM sounds like a nice guy. He sounds calm, and
polite, but that isn't the same. I always got the impression that he was someone who was ruthlessly business-like -- he doesn't give me warm fuzzies, and his eyes certainly don't help him seem any nicer. They are eerie, maybe even cool-looking, but not inviting.
