She only stands on her toes in concept art or screenshots. In-game she's always flat on her feet.

The "hands on hips" immediately makes me think of Japanimation, they're always in those poses. Tali's just better with those long legs and tight dark outfit and physique in the lighting is just.....er, I gotta go...
