Ofcourse. I don't expect Bioware to put some characters in front of the rest. I also think that the pack was called: 'Alternative Outfits 1' or something, which implies more packs are coming.
They will probably put Jacob with Tali, because I don't think a lot of people would buy a pack with say - Jacob, Zaeed and Grunt(don't hate me, I like them all - most others don't)
