Right.  So:  It looks pretty vestigial.  It's not even present in male quarians.  BUT it's important enough to have it's own toe in the suit's footpiece?  Human toes certainly aren't vestigial, and we don't bother with that in shoes.

Anybody else getting more and more turned on by this picture the more it's posted?   lol but in seriousness, someone commented that the female Quarians can move their 3rd toe, which made me think of a Velociraptor claw lol that would be sweet, Tali takes off her suit and Quarian pounces just like a Velociraptor lol

I was waiting for someone else to admit that before I did.

I noted that the third toe is flexed outward in that one pic of Tali standing on her toes, which seemed to suggest that they had some control over it.

Hmm. . .

If they bother to allow it to articulate in a suit, yeah, it must be something like that.  Unless it's considered something to look at by quarians.  You know, since it's a difference between males and females.

(As always, the answer is "because the devs designed it that way," but it's more fun to try to speculate stuff out of little details)

Is listed as vestigal in Quarian Speculation document (currently unpublished). Currently do not have proof in male Quarians. However. Sexual dimorphism not uncommon among lifeforms. Imagine providing separate footpiece is matter of comfort/mobility. "Toesocks" or "Tabi" still used on Earth. Regarding human toes. Largest toe required for balance. Additional toes not as critical. Particularly with shoes. Smallest toe steadily shrinking in size over generations.
