Right. So: It looks pretty vestigial. It's not even present in male quarians. BUT it's important enough to have it's own toe in the suit's footpiece? Human toes certainly aren't vestigial, and we don't bother with that in shoes.Scalpels wrote...

I noted that the third toe is flexed outward in that one pic of Tali standing on her toes, which seemed to suggest that they had some control over it.

Is listed as vestigal in Quarian Speculation document (currently unpublished). Currently do not have proof in male Quarians. However. Sexual dimorphism not uncommon among lifeforms. Imagine providing separate footpiece is matter of comfort/mobility. "Toesocks" or "Tabi" still used on Earth. Regarding human toes. Largest toe required for balance. Additional toes not as critical. Particularly with shoes. Smallest toe steadily shrinking in size over generations.
