The game makes a point of saying that the collectors/reapers never expected anyone to reach there. This isn't a situation where they left mass relays for everyone to find. I just see the reapers as an unknown, near infinite power enemy. I don't see forsaking any advantage, especially when the risk in this case (a more powerful Cerberus,) isn't particularyl hard to deal with.
I comprehend the logic in your argument, I still do not share your optimism however. Also, the final bit above seems less than completely thought through IMO. If the Reapers are much more advanced and powerful than existing Council forces, presuming that they are defeated utilising tech gleaned from the Collector's base (if that is even sufficient on its own which remains questionable - it's rare for there to be a "magic silver bullet"), given that this tech is supervised by Cerberus whom exactly is going to stop them if they suddenly decide to get "uppity" afterwards? Even with upgraded tech for the Alliance and Council fleets, unless we are dealing with a number of years for entire new fleets to be constructed, Cerberus would be free to construct their own Reaper-like ships and possibly start the entire cycle up again and/or dominate or destroy other sapient species at their behest. While I favour a strong, vibrant and powerful humanity, I do not think it has to be in a manner that does not afford peaceful and generally cordial relations with other sapient species. I
Well to be honest, I have no idea how big Cerberus is. I'm under the impression that they aren't a large organization military wise, and don't pose a large threat to the galaxy, even with advanced technology. If I'm wrong there, it messes up my argument.
The reapers are huge sentient machines that have been wiping out all life in the galaxy for millions of years, Cerberus is a smallish organization focusing mainly on research. The reapers are a much more dangerous threat. I don't see Cerberus building up to a fraction of a threat of the reapers, even given years afterwards. They just don't have the people/resources that the reapers do.
As far as who can stop them, everyone. I don't recall any hints anywhere that Cerberus would have close to the strength to enslave the galaxy. If everyone united can kill hundreds of reapers, they can stop Cerberus getting uppity.
I agree that there's no guarantee that there is a magic bullet there, but while Cerberus is a shady organization, and likely future enemy, they need the reapers stopped as much as you. They'll help you as much as they can, if that means getting technology for a main gun that can be added to every ship that will one-shot reapers, they'll help. That's the kind of thing I'm expecting there.
