Yeah you're gonna have to qualify the question a little more than that.  The Citadel would have the largest defensive fleet in the galaxy, and the quarians would have all of their residential and food ships open to attack.  The Citadel is much more equipped to recieve an attack than the rag tag group of ships that make up the flotilla.

I don't think the Flotilla is that vulnerable. Yeah, probably 90% of all their ships aren't fit for battle, but I'm willing to bet most of them will have some kind of weaponry, and they will have many dedicated warships.

I'm not saying they're as better equipped as the Citadel, but I can easily see them taking out a single reaper.

However, each ship the Flotilla loses, would be a big loss. :(

the destruction of a ward in the citidel would lead to great loss, but the galactic community would repair and aid the citidel in its loss. The destruction of a liveship would lead to immense casualties, and later, famine in a ripple-effect. Perhaps even extinction if the population is lowered beyond the genetic diversity threshold. Plus, the council races would be very apt to not come to the aid of the Quarians.

yeah... 200 yr old weaponry, thats real effective, especially since the citadel had heavy casualties with the LASTEST tech weaponry

Quarians are masters at restoring stuff and successflully defend themselves from all kinds of threats. The citadel fleet was spread out thin looking for saren and soverign had a huge fleet of geth with him

yeah they can restore it... but its still the same old 200yr old weaponry, and i boubt they are worrid about upgrading their tech that much, so at most their only 180-170yrs behind; without all the latest tech still, since their a non-citidel race now, so now they dont have access to all the latest plans for upgrades, or money to buy those upgrades

They still get stuff through pilgrimages, business deals (remember that many companies hire them for cheap because they are so good at tech) and the same way all the militaries get their stuff.
They do have industry on liveships, less than a galactic power but also a much more concentrated area to spread it around.
Turians have to equip millions of soldiers and thousands of ships, Quarians not so much so each one can recieve a bit more tech as there are less of them, smae for ships
Due to the lack of resources it comes out about even

Please remember to SNIP long quotes.

And Flotilla, defenses not main concern, would take serious effort to hit fleet of 50,000 ships and escorts, let alone win. Unless Reaper involved.
For Flotilla, safety in numbers. Would not invest as much in military technology because need better improvements for survival aboard ship.

Haven't read it, but if I recall cerberus attacked a ship with women and children
Now I'm not saying the fleet is a galactic powerhouse, but they aren't defenseless, the game confirms that the Quarian Navy is a tough opponent

theres a good page or 2 about how behind quarian ships are far behind other races in the citidel because they were exciled from there
...
it says stuff on how the ships are practically falling appart but they give each quarian 2 code words, one to open fire, and the other to allow into the flotilla, that is because if raiders were onboard one, they could destroy the ship easier because they attacked a good few seconds before they did... you should read it, it has alot about quarians in it, and if you were a tali/quarian fan you would :), yuo can find it on amazon for 5-9$ US new.
