Probably something along the lines of; we need another squad mate, lets stick a female quarian in there.  No one will like her because she has a different amount of fingers and toes, but she can give some backstory on the main enemy of this game.

designer 1: okay so we made the character with all the awesome and hotness and cool personality we could but all the computers lock up when we try to compile her code

*they look at the screen, a beam of light is emanating from where Tali's face should be

designer 2: put a bucket over the gap

*designer 2 draws a helmet on Tali. The program un-freezes*

designer 3: you do realize that if her helmet is ever removed, the world will implode from awesome

designer 1: yeah well, we'll figure that out later... no one will care anyway

(incase you are wondering S-company is my name for Quarian Special Forces since it clear they have some and they aren't given a name like STG, Cerberus, N7 or commandos)

Tali wasn't created by Bioware. She was created by a secret government agency in order to rapidly mobilize vast armies, and use them against specific targets.

"So, if we theoretically wanted to wipe out a country, for example, we would tell the talimancers that some copyright law or whatever from that country, is preventing us from having Tali in ME3 altogether. Simulations show that most countries would fall within 72 hours"

Basically, Tali is a weapon, kinda like the Psi Emitters in StarCraft.

I'm not sure, but the man who created the character should be given a promotion. And a raise. And also made president of something. He's earned it.
