Indeed, but remember that that Protheans were taken completely off guard. The were cut off from one another, the Cidadel taken over, and the Mass Relays shut down. There was no way to rally an army of any real strength. If they had, then the Reapers might have very well been done for.
At least we now know that they're coming and Shepard is building his army and it's becoming pretty damn formidable.

It's about a childhood friend of Tali's, set just after ME1, before 2, and during/after the Acsension book.
