I have an opposite view on the situation, and you happened to make the assumption that most people who share your view make. You think of how uncomfortable hair is to keep in a helmet/suit now. The Mass Effect universe is 200 years in the future, and the quarians are naturally more adept at technology than we are. Now think about a situation where the entire population works together to create something to benefit everyone. Every quarian genius would be working on the suits, and no expense would be spared in making them. If quarians thought hair was beautiful (a likely scenario given the headdress for females,) that would simply be one more alteration to make when designing the suits.
I find it rather ridiculous if they can make super advanced suits that can seal themselves off to contain infection, can hold scavenged parts in seemingly nonexistant pockets, and contain kinetic barriers and everything else, yet they can't accomodate a tiny amount of hair?

No one is ever really going to see the hair, so why bother? Seems like a waste or resources to me.
