I don't think so. While saying that they were aiming for Tali to have less fans would be incorrect, I think they always envisioned more of a side character, who is a link to the quarians/geth (who are otherwise very insular.)
When you think about it, nothing about her pops out at you right away, and she's pretty much the least marketable of all the characters. It has to surprise Bioware that she's far and away the most popular.
This just get me more hyped up for ME3. I want to see what happens between the Quarians and the Geth!

Actually I kinda have wanted to compile a lot of these little humorous stories together, maybe develop them a tad bit more.
